L\u2019Unapei (f\u00e9d\u00e9ration fran\u00e7aise d\u2019associations de repr\u00e9sentation et de d\u00e9fense des int\u00e9r\u00eats des personnes en situation de handicap intellectuel et leurs familles) alerte sur les probl\u00e8mes li\u00e9s \u00e0 la scolarisation des enfants en situation de handicap intellectuel \u00e0 l\u2019heure de la rentr\u00e9e scolaire.<\/div>\n

Selon une enqu\u00eate men\u00e9e par cette f\u00e9d\u00e9ration sur un \u00e9chantillon de 7 949 enfants ou adolescents en situation de handicap, 18% n\u2019auraient aucune heure de scolarisation \u00e0 la rentr\u00e9e.<\/div>\n<\/div>\n

Pour le reste, seuls 22% b\u00e9n\u00e9ficieront d\u2019au moins 12 heures d\u2019enseignement par semaine.<\/div>\n

Pap Ndiaye, ministre de l\u2019Education nationale, avait fait de la scolarisation des \u00e9l\u00e8ves en situation de handicap l\u2019une de ses priorit\u00e9s.<\/div>\n

Toutefois, hormis le recrutement de 4000 ASH (accompagnant des \u00e9l\u00e8ves en situation de handicap) pour la rentr\u00e9e de septembre, peu de dispositifs pour palier ce probl\u00e8me sont mis en place.<\/div>\n<\/div>\n

Ce probl\u00e8me de d\u00e9scolarisation forc\u00e9e, soulev\u00e9 par de nombreuses associations depuis plusieurs ann\u00e9es, entra\u00eene de nombreuses difficult\u00e9s tant pour les enfants que pour leur famille.<\/div>\n<\/div>\n

L\u2019inclusion des personnes en situation de handicap au sein de la soci\u00e9t\u00e9 est primordiale et passe par l\u2019inclusion scolaire des plus jeunes.<\/div>\n

La loi du 11 f\u00e9vrier 2005 pour l\u2019\u00e9galit\u00e9 des droits et des chances, la participation et la citoyennet\u00e9 des personnes handicap\u00e9es avait modifi\u00e9 l\u2019article L114 du Code de l\u2019action sociale et des familles.<\/div>\n<\/div>\n

Ce dernier dispose que \u00ab constitue un handicap, au sens de la pr\u00e9sente loi, toute limitation d’activit\u00e9 ou restriction de participation \u00e0 la vie en soci\u00e9t\u00e9 subie dans son environnement par une personne en raison d’une alt\u00e9ration substantielle, durable ou d\u00e9finitive d’une ou plusieurs fonctions physiques, sensorielles, mentales, cognitives ou psychiques, d’un polyhandicap ou d’un trouble de sant\u00e9 invalidant \u00bb.<\/div>\n

Le risque d\u2019isolement des enfants en situation de handicap est bien r\u00e9el.<\/div>\n

Il semble inconcevable qu\u2019il puisse exister dans le cadre scolaire, l\u00e0 o\u00f9, \u00e0 l\u2019inverse, l\u2019\u00e9cole devrait \u00eatre source de partage et de compr\u00e9hension du handicap.<\/div>\n
